How implementation scales

Three drivers determine the fee within a vendor's band:

  • Headcount. 100 employees is the lower band anchor; 250 employees doubles the fee in most quotes; 1,000+ triples it again.
  • Module count. Each additional module adds 15-30% to the implementation fee. A Core + Payroll deployment is the cheapest; adding Performance, Benefits Admin, and Time Tracking pushes the upper band.
  • Country count. Each additional country adds $5,000-$15,000 for multi-country payroll and EOR configuration.

Implementation waivers

Implementation fees are commonly waived in exchange for one of three concessions:

  • Annual upfront payment instead of monthly billing.
  • 3-year MSA instead of 1-year.
  • A reference-customer commitment (case study + sales reference call).

Workday HCM 6-12 months. Rippling 8-12 weeks. BambooHR 4-8 weeks. Gusto 1-2 weeks (self-serve). Paychex Flex 2-4 weeks. Justworks 2-3 weeks. The timeline drives internal People-Ops time investment as much as the vendor fee does.

Negotiating the fee down

Three levers consistently work: ask for a partial waiver tied to multi-year commit; ask for a lower fee in exchange for a published case study; ask for a fixed-fee scope cap (no overruns) tied to a defined success criteria checklist.
